Afraid that's fairly close to how it works. The Electors almost always vote along the lines of the popular vote of their state but they are under no obligation to and sometimes they don't. It's really a throw back system to when much of the country was agricultural and needed extra representation to counter balance the states with burgeoning metropolises.
